Survey Design 101: What Does 'Neutral' Mean?

What do you think neutral means in this question? Another LinkedIn poll… someone paid for this. Whyyyyyy. LinkedIn needs like a committee or built in feedback to help people with their questions. This isn’t the worst offender I have seen at all. But still, how are you using/interpreting this data?
